The PMR-30 has a magazine capacity of 30 rounds, and features a rail that allows for auxiliary lighting. It is also available with a red or green laser sight for added visibility and accuracy. It is a single action pistol that uses a hybrid blowback/locked breech system to compensate for differences in operating pressure between different types of rimfire ammunition. The barrel moves slightly rearward with the slide when it cycles, much like a blowback gun, but also locks into place and operates as a locked breech when firing lower-pressure loads.
The pistol is constructed from Zytel, a glass reinforced nylon polymer. Only the disassembly pin, hammer, ejector, springs and fixed rear sight are made from metal. The rest of the gun is molded from Zytel, including the trigger, ambidextrous safety levers and magazine release lever. It is screwed together, with eight screws holding the molded grip frame halves and four more attaching the Zytel slide cover.
